Subject: Health Care Reform

Dear [ Decision Maker ] ,

I am writing as a constituent and provider of health insurance for my employees. I am writing to express my opposition not to health care reform, but to H.R. 3962, The Affordable Health Care for America Act.

Rising health insurance costs and high turnover among employees present tremendous challenges for the labor intensive supermarket industry which employs more than four million people in the United States. We support and urge the House to pass comprehensive reform that addresses unsustainable rises in cost and strengthens the ability of employers to provide quality and affordable health care. Unfortunately, we believe that many of the provisions in H.R. 3962 do not achieve these goals and would negatively impact our ability to offer competitive coverage to our employees.

Our industry is extremely competitive, with very little difference between a successful grocery store and a failing one. As a whole, the grocery industry operates on an average profit margin of 1.43 percent. Health care spending is one of our largest expenses and remains a top concern. Year after year, double digit premium increases put pressure on already tight margins.

We need a bill, but not this bill. H.R. 3962 contains a number of provisions that impact unique aspects of the food retail and wholesale industry and will actually make it more difficult to provide high quality health care. These include:

Undermining ERISA Requiring Immediate Day One Coverage Placing Restrictions on Flexible Health Spending Accounts Purchases Burdening Small Businesses with an S Corp, LLC, LLP Surtax

While we urge you to oppose H.R. 3962 in its current form, we agree that our health care system is in need of change. I welcome the opportunity to work with you to create comprehensive, bipartisan reform that addresses the broken aspects of our health care system and modifies the areas mentioned above.

Sincerely,
